What started as an institution to reform young and non-violent criminals became one of the most infamous prisons in American history.

Before 1884, most first-time offenders between the ages of 16 and 30 were housed in the Ohio Penitentiary, where they were likely to be influenced by hardened criminals. That changed when the Ohio Legislature approved the building of a reformatory, a new type of institution that would educate and train these young men. Since its opening in 1896, the reformatory expanded its training programs and became a self-sustaining institution - the largest of its kind in the United States. By 1970, the reformatory had become a maximum-security prison filled with the most dangerous criminals in the U.S., with a death row but no death chamber. It closed on December 31, 1990, but preservation and restoration efforts are ongoing, and it continues to be as infamous today as in its heyday, appearing in numerous television shows and feature films, including The Shawshank Redemption.

Milwaukee is best known for its beer - and rightfully so. But in the days of Prohibition, the big alcohol suppliers were not Miller, Blatz, Schlitz, and Pabst.

The Mafia had control, and it made its money by running alcohol as far away as Canada and Indiana, as well as with counterfeiting, the numbers racket, and two of the biggest heists in American history. From then on, the sky was the limit, as the Mafia indulged in extortion, protection rackets, and skimming from Las Vegas casinos. The Cream City had its crooked lawyers, corrupt cops, and even a mayor on the take. There was the blood of those who dared to stand in the syndicate's way, who were found dead in ditches or as victims of car bombs. The members of the Mafia included doctors, real estate men, restaurateurs, tavern owners, funeral directors, union presidents, and the most famous Milwaukee gangster of all, Frank Balistrieri. While now considered extinct, the Milwaukee Family was once a dominant force in the Midwest.

Since its inception in 1865, the Detroit Police Department has been a trailblazer and pioneer in adopting revolutionary advances in law enforcement that are essential to policing today. The Detroit Police Department was among the first police departments to put its officers on bicycles and developed one of the earliest motorized forces using motorcycles, ultimately becoming the first department to utilize Harley Davidson motorcycles. Of its firsts, arguably the most important and synonymous with the city of Detroit being recognized as the "Automotive Capital of the World" is the department's deployment of its first patrol car in 1909. This photographic book highlights the Detroit Police Department's rich history, resplendent with groundbreaking advancements in the field of law enforcement. With the opening of the Ohio State Reformatory in 1896, the state legislature had put in place the most complete prison system, in theory, which exists in the United States. The reformatory joined the Ohio Penitentiary and the Boys Industrial School, also central-Ohio institutions, to form the first instance of graded prisons; with the reform farm on one side of the new prison, for juvenile offenders, and the penitentiary on the other, for all the more hardened and incorrigible class. However, even as the concept was being replicated throughout the country, the staffs of the institutions were faced with the day-to-day struggle of actually making the system work.

When Cleveland, Ohio, was incorporated as a city on March 5, 1836, the population numbered less than 6,000. In its heyday, the city was touted as the "Sixth City" when the population soared to 560,663. Today, the Cleveland Division of Police serves and protects 478,403 souls. Over the years, the division has been a pioneer in many aspects of policing, including criminal identification, scientific investigation, and communications. In the 1920s and 1930s, Cleveland had one of the most progressive and efficient departments in the country. The first use of a surveillance camera to identify bank robbers, which led to their quick arrest, occurred in Cleveland on April 12, 1957. However, the job of protecting and serving the people has never been easy--to date, 107 Cleveland police officers have died in the line of duty.

On July 1, 1895, under the direction of warden James French, the first federal prison was born. That same year, St. Louis architects Eames and Young went to work drawing up plans for an institution that would house the most notorious offenders in the nation's history. At sunrise on March 1, 1897, 300 inmates and 30 guards marched three miles to the construction site located on the southwest corner of the military reservation. From sunup to sundown seven days a week in the hot Kansas summer to the harsh prairie winters, inmates labored building their new home. Leavenworth's rich history as a gateway to the Old West is second to none. Name a famous figure such as George Armstrong Custer, John Joseph Pershing, Dwight D. Eisenhower, or Colin Powell. They have all graced the streets of this historic community. Equally pick a name of the most notorious criminals. George "Machine Gun" Kelly, Robert F. Stroud, Frank Nash, Frank "the Enforcer" Nitti, and George "Buggs" Moran--they all stopped by to "spend time in Leavenworth."

The Milwaukee Police Department was organized in 1855 with a determined chief, seven pugnacious officers, and little money. The department grew to 21 men by the start of the Civil War in 1861. Law enforcement in the city soon earned the national reputation for honesty, integrity, and fairness it has enjoyed into the 21st century. The Milwaukee Police Department was first in the country to establish a formal officer training school, police bomb disposal vehicle, and "talking squad car." Nefarious criminals handled by the department include the foiled presidential assassin John Schrank, the serial killer Jeffrey Dahmer, and characters with quaint nicknames like "Cat-eye Lil" and "Kelly the Choker."

The Iowa State Patrol was started by Iowa's first female secretary of state, Ola Babcock Miller, who was a champion for highway safety. Her vision for the Iowa Highway Patrol was a group of well-trained officers who would enforce Iowa's traffic laws but also, more critical to her, spread the word about the importance of safe driving. In 1935, fifty men were sworn in as officers of the Iowa Highway Safety Patrol. Known thereafter as the "First Fifty," they had been selected from a group of more than 3,000 applicants and more than 100 invited for the initial training at Camp Dodge. One member of that group, Buck Cole, proposed the patrol's motto of "Courtesy-Service-Protection," a tradition that has been passed down through the generations to today's Iowa State Patrol, whose male and female troopers promote Mrs. Miller's original premise of keeping the driving public safe.

The Missouri State Penitentiary was established in 1833 via a bill passed by the state legislature, and the first prisoner was incarcerated in 1835. Inmates constructed the main prison building from rock quarried at the site in 1836. The penitentiary closed on September 15, 2004, and plans are in place to redevelop the site into offices for state agencies and private enterprises. The Missouri State Penitentiary was once considered one of the largest maximum-security penal institutions in the United States. After 550 serious assaults occurred inside the prison in the early 1960s, Time magazine called it "the bloodiest 47 acres in America" (although the walls of the penitentiary only contained 37 acres). The penitentiary had the distinction of housing some very famous individuals: boxing champion Sonny Liston learned to box there under the direction of the prison
chaplain, infamous gangster Charles Arthur "Pretty Boy" Floyd spent time there, and James Earl Ray was an escapee when he shot and killed Dr. Martin Luther King Jr.

Small sold thousands of pardons and paroles to criminals, embezzled $1 million, and was then acquitted after mobsters bribed the jury. This book is the story of those Jazz Age politicians whose careers in government thrived on and endorsed corruption and racketeering, from Chicago to Springfield. It complements author Jim Ridings's groundbreaking biography, Len Small: Governors and Gangsters, which was praised by critics and situated Ridings as a trailblazer among Chicago crime authors.

In 1897, the Wisconsin state legislature approved the creation of the Wisconsin State Reformatory on a 200-acre site between Green Bay and De Pere. It was born during a period of profound change when liberal reformers began to question the traditional punitive approach employed in American prisons. The result was a shift from a punishment-based system to one that favored progressive rehabilitation within the framework of the traditional prison model. Elmira, New York, may have served as the reformatory model, but no other state embraced the idea more fully than Wisconsin. For more than 50 years, the Wisconsin State Reformatory remained faithful to the reform mission, adapting to changes when necessary but always maintaining a strong link to its past.

Since the 1880s, when a Howard County sheriff's deputy shot the mayor of Kokomo during the commission of a burglary, Howard County law enforcement officers have played an important role in the community's history. Police officers, deputies, and troopers cleared rowdies out of the junction neighborhood, walked downtown beats, rescued tornado survivors, quelled civil disturbances, cleaned up tragic accidents, and solved grisly murders. By the mid-1940s, a new generation of war veterans came home with a spirit of progress and experience in leadership. The foundation of compassion, perseverance, and integrity they established in Howard County law enforcement has defined their unswerving commitment to the safety of the community and to one another. Since 1868, the Lansing Correctional Facility (formerly the Kansas State Penitentiary) has stood watch over what would become the city of Lansing. Designed by Erasmus Carr, architect of the Kansas State Capitol, the prison is the oldest in Kansas. In the beginning, it housed male and female inmates from Kansas and Oklahoma, as well as inmates serving federal sentences. Today, the facility's population of minimum, medium, maximum, and special management custody offenders is approximately 2,400. Leavenworth County has also seen the addition of the United States Disciplinary Barracks, United States Penitentiary-Leavenworth, and Corrections Corporation of America-Leavenworth, making it the only county in the country to host a state, military, federal, and private prison. The Village of Cincinnati appointed its first marshal, James Smith, in 1802. Today the Cincinnati Police Department boasts a dedicated staff of more than 1,000 sworn officers. Throughout its 200-plus years, the department has celebrated many firsts, such as being the first police agency to use telephones, and has also persevered through some difficult times, the most recent being the 2001 race riots. The Cincinnati police have won such awards as the Best Community Police Program by National League of Cities, the Governor's Community Policing Award of Excellence, and more than 35 local, state, national, and international awards. Programs like the Cadet/Intern Program, the Civilian Volunteer Program, the Juvenile Aid Bureau, the Youth Services Section, and the Citizens Police Academy are ways the police have reached out to the community to educate and protect over the years.
